Phil Blair is one of San Diego’s most visible and respected business leaders. Since 1977, when he joined with business partner Mel Katz to build Manpower West into the largest Manpower franchise in the U.S, the job staffing firm has provided quality employment opportunities for over 3,000 associates every day in its five markets.

Manpower provides temporary and permanent employment in IT, Engineering, Finance, advanced Manufacturing and Career Coaching services. The firm’s training programs range from community work readiness for the long term unemployed, out-of-school youth and preparing veterans to enter the civilian workplace.

Phil is a frequently quoted employment expert and commentator who regularly appears on local and national business media outlets, as well as a professional speaker and career coach on employment and workforce trends. His Amazon best-selling book “Job Won!” is a complete guide to finding and managing a successful career.

He currently hosts ongoing segments of “Job Won” on UC San Diego’s Career Channel (ucsd.tv/careers/search).  A Veterans version of his book- Job Won! for veterans is a dynamic resource for military veterans making a transition into the private sector.

As an active member of the San Diego community, Phil currently serves on the board of directors of San Diego Regional Chamber of Commerce; San Diego Tourism Authority; Workforce Partnership; the San Diego Economic Development Corporation (EDC); the San Diego Community College Advisory Committee, and the San Diego Downtown Rotary Club.

Previously, Phil was on the Board of Directors for the San Diego Convention Center (Chair); the American Red Cross, LEAD San Diego (Chair), the United Way (Chair), CONNECT and the Centre City Development Corporation and the Downtown San Diego Partnership.

He also served as a member of the San Diego City Council; the San Diego Police Foundation; the San Diego Foundation (Chair) and was Commissioner for four years to the Fair Political Practice Commission in Sacramento and was an Executive Professor in Residence at the University of San Diego School of Business Administration.
